DALE SHIMASAKI, Ph.D., is Chief Executive Officer of Strategic Education Services (SES), a Sacramento-based government relations and policy consulting firm. He has more than 30 years of direct experience with public education; the Legislature; and state-, federal-, and district-level budget issues.
Dr. Shimasaki, who holds a doctorate in Education Administration, has wide, practical experience that translates into an energetic, results-based work ethic. The breadth of Dr. Shimasaki’s experience is wide – he served as principal consultant for the Assembly Budget Committee and chief consultant for Educational Policy and Finance for then-assembly speaker Willie L. Brown Jr. He was the director of research and a top lobbyist for City College of San Francisco and was the executive director of the Civil Liberties Public Education Fund, a federal board appointed by the President to educate the public on the lessons learned from the incarceration of Japanese Americans during World War II.
Dr. Shimasaki has devoted his expertise to academia, having taught at the University of California at Berkeley, San Francisco State University and City College of San Francisco. The Congressional Budget Office, the Urban Institute, and the Chancellor’s Budget and Program Review Committee at the University of California have all retained Dr. Shimasaki as an advisor or consultant.
Dr. Shimasaki currently serves on the Board of the Asian Pacific Islander Legislative Caucus Institute and is a member of the California Civil Liberties Education Program Advisory Committee. He served as the founding President of Asian and Pacific Americans in Higher Education (APAHE) for five years.
Dale has a son, Lance, and a daughter, Kimora. The family live in Sacramento.
